Legal requirements for cash register systems in Norway

Cash register systems offered on the Norwegian market must comply with the Cash Register Systems Act (Lov om krav til kassasystem) and the Cash Register Systems Regulations (Forskrift om krav til kassasystem).

In Norway, all companies subject to accounting must have a cash register system with a product declaration. Companies with less than NOK 50,000 in cash turnover (excluding VAT) per year are exempt from the requirements.

The technical requirements (i.e. functionalities that a cash register system must or must not have) are the main core of the fiscalization regulations in Norway.

These include the following:

  • A cash register system must have an electronic journal.
  • All actions performed via the cash register system must be logged in the system's electronic journal, and it must also contain information about receipts.
  • All sales transactions must be digitally signed.
  • A cash register system must be able to generate X and Z reports.
  • A POS system must be able to directly generate a file in SAF-T format from the electronic journal.

Requirement for POS system suppliers to submit a product declaration:

  • All system providers must submit a product declaration to the Norwegian Tax Administration, declaring that their POS system complies with the requirements of the law and regulations on POS systems.
  • Note that accounting companies using a POS system do not need to submit a product declaration.
