While the 2025 Finance Act briefly provided for mandatory third-party certification, the 2026 Finance Act officially reinstated self-certification effective February 21, 2026. Consequently, software providers can once again choose between two valid methods for demonstrating compliance. Self-certification issued by the software provider in accordance with the official template established by the tax authorities (BOI 30-10-30-20260325). In the case of self-certification, the technical requirements (ISCA) remain strictly binding and are subject to tax audits.
