An overview of the Italian fiscal ecosystem – from the Registratore Telematico (RT) to software-based fiscalization for electronic payments.
Contact expertsItaly has one of the most advanced fiscal ecosystems in Europe and is often seen as a reference market for fiscal compliance.
For POS vendors, system integrators, and international retailers, the key is understanding how transactions are recorded, secured, and reported to the Agenzia delle Entrate (ADE) and which compliance model applies to your setup.
Fiscalization ensures that sales data is recorded and transmitted securely to the tax authorities. The system has evolved from hardware centric requirements to include certified software based solutions, supported by the latest regulatory framework introduced with Decreto Legislativo 1/2024, Article 24, which formally enables approved software solutions as an alternative to RT hardware.
The result:
Daily sales data, often called corrispettivi giornalieri, is stored in a compliant way and transmitted to ADE through the required channels.
Italy currently operates with two types of fiscal compliance: a hardware based model and a software based model, and efsta supports both.
A certified Registratore Telematico (RT) printer or server is connected to the POS or PMS. The RT device is certified and registered with ADE. It stores fiscal data and transmits daily fiscal closures in line with the reporting obligations.
A newer framework allows approved software solutions to record and transmit daily sales data without dedicated RT hardware, based on Decreto Legislativo 1/2024, art. 24.In this model, certified software can serve as a fully compliant and certified alternative for storing and transmitting daily sales data (corrispettivi telematici) to ADE and introduces defined roles such as certifying entity (Produttore) and service provider (Erogatore) for certification and service delivery.
In the official Italian specifications, this type of certified software solution is commonly referred to as an SSW (Software Solution). efsta supports this framework with an Italy specific certified SSW component within our Fiscal Middleware.
Hardware based approaches often affect rollout logistics, device lifecycle management, and integration patterns. This is why Italy’s shift toward software based options is strategically important for modern POS and payment architectures.
Which model applies depends on the POS architecture, rollout model, and the regulatory requirements for the business.
An RT printer is a certified physical device that includes fiscal components. It is typically deployed per location and must be registered with ADE. It is often the most familiar setup in legacy environments.
A RT Server provides similar compliance functions but is designed for more centralized or structured environments. It can better fit multi lane or multi workstation setups depending on your architecture.
The Italian fiscal system has evolved from the early Misuratori Fiscali-certified cash register requirements in 1983 into a modern, software-based framework. Mandatory electronic reporting, introduced in 2004, was followed in 2015 by the introduction of the Registratore Telematico, which for the first time enabled the secure storage and transmission of daily sales data. Between 2018 and 2020, the RT model became mandatory across the market.
The latest development (2024–2025) now establishes the regulatory framework for certified software solutions without a hardware requirement and paves the way for cloud-based fiscalization models in Italy.
efsta enables POS vendors, software providers, and system integrators to implement fiscalization in Italy efficiently and in full compliance. We support both models: RT based fiscalization with certified Registratore Telematico devices and the software based framework for daily corrispetivi telematici, including our certified SSW (Software Solution) component.
Support for companies that use RT devices, including RT printer and RT server setups. We ensure compliant data handling across single and multi site environments.
We ensure secure, consistent, and traceable fiscal data processing, supporting day to day compliance and audit readiness for international rollouts.
Italy is evolving toward certified software based options for handling daily corrispettivi. efsta supports this model with an Italy specific certified SSW component within our Fiscal Middleware.

Benefit from:
Fiscalization in Italy refers to the secure recording of sales transactions and the compliant reporting of daily sales data to the Italian Revenue Agency (Agenzia delle Entrate, ADE). The goal is to ensure integrity of transaction data and proper transmission of daily summaries.
A Registratore Telematico (RT) is a certified fiscal device used in the hardware based model. It records fiscal data, supports compliant receipt issuance where required, and transmits the daily sales information according to the Italian rules.
An RT printer is a physical certified device typically installed at the point of sale. An RT Server follows a more centralized approach and can support structured setups with multiple POS lanes or workstations. Which option is suitable depends on the POS architecture and rollout model.
In the hardware based model, fiscalization relies on certified RT devices. In the software based model, certified software can perform the compliant recording and transmission of daily sales data without dedicated RT hardware, depending on the approved framework and requirements.
SSW is the official term used in the Italian technical specifications for a certified Software Solution. In efsta’s setup, it refers to the Italy specific certified software component within our Fiscal Middleware that supports the software based fiscalization framework.
No. Fiscalization focuses on receipts and the reporting of daily sales data, while electronic invoicing follows separate rules and processes, including different formats and transmission channels. Many companies need both, but they should be handled as distinct compliance topics.
This overview is especially relevant for POS vendors, software providers, system integrators, and international retail or hospitality businesses that need to understand Italy’s fiscal requirements and select the right compliance model.
