What “fiscalization” means in Italy

Fiscalization ensures that sales data is recorded and transmitted securely to the tax authorities. The system has evolved from hardware centric requirements to include certified software based solutions, supported by the latest regulatory framework introduced with Decreto Legislativo 1/2024, Article 24, which formally enables approved software solutions as an alternative to RT hardware.

Daily sales data, often called corrispettivi giornalieri, is stored in a compliant way and transmitted to ADE through the required channels.

The Two Compliance Models for Fiscalization in Italy

Italy currently operates with two types of fiscal compliance: a hardware based model and a software based model, and efsta supports both. 

Model A: Hardware-based fiscalization (Registratore Telematico)

A certified Registratore Telematico (RT) printer or server is connected to the POS or PMS. The RT device is certified and registered with ADE. It stores fiscal data and transmits daily fiscal closures in line with the reporting obligations.

Model B: Software-based fiscalization (Cloud solution)

A newer framework allows approved software solutions to record and transmit daily sales data without dedicated RT hardware, based on Decreto Legislativo 1/2024, art. 24.In this model, certified software can serve as a fully compliant and certified alternative for storing and transmitting daily sales data (corrispettivi telematici) to ADE and introduces defined roles such as certifying entity (Produttore) and service provider (Erogatore) for certification and service delivery.

In the official Italian specifications, this type of certified software solution is commonly referred to as an SSW (Software Solution). efsta supports this framework with an Italy specific certified SSW component within our Fiscal Middleware.

Hardware RT Explained | RT Printers vs. RT Servers

RT Printer | Hardware Device

An RT printer is a certified physical device that includes fiscal components. It is typically deployed per location and must be registered with ADE. It is often the most familiar setup in legacy environments.

RT Server | Centralized Hardware Approach

A RT Server provides similar compliance functions but is designed for more centralized or structured environments. It can better fit multi lane or multi workstation setups depending on your architecture.

Regulatory timeline in Italy

The Italian fiscal system has evolved from the early Misuratori Fiscali-certified cash register requirements in 1983 into a modern, software-based framework. Mandatory electronic reporting, introduced in 2004, was followed in 2015 by the introduction of the Registratore Telematico, which for the first time enabled the secure storage and transmission of daily sales data. Between 2018 and 2020, the RT model became mandatory across the market.

The latest development (2024–2025) now establishes the regulatory framework for certified software solutions without a hardware requirement and paves the way for cloud-based fiscalization models in Italy.
