The French Finance Act 2025 introduces a decisive change for companies operating POS systems or cash registers in France: The self-certification (or self-declaration/self-attestation), which has been permitted since January 2018, will be abolished. This method, which was considered an alternative to the NF525 or LNE certificates, is officially no longer valid from 16 February 2025. This means that all self-certified POS solutions will no longer be legally compliant in the future.
POS systems must now prove their compliance with the anti-VAT fraud law through certification by one of the two accredited bodies: Infocert or LNE.
Since it is technically not possible for many software providers to carry out immediate certification, the French tax authorities published a transitional arrangement in BOI-TVA-DECLA-30-10-30 of April 16, 2025:
Self-certifications will be accepted until 31 August 2025.
From September 1, 2025, POS systems must then:
A valid certification is mandatory from March 1, 2026.
Since February 16, 2025, POS systems in France are fundamentally no longer allowed to prove their conformity through self-certification. Thanks to the transitional period, however, there is still time until the end of August to take appropriate measures.
Companies operating electronic cash register systems in France must now take action to ensure that their systems are either certified or in an ongoing certification process by September 1, 2025 at the latest. This change affects all companies operating in France that use electronic cash register systems.
