The recent opinion of the Italian Senate on the corrective decree of the tax reform is attracting attention in the fiscalization sector. At the center of the debate is, above all, the so-called Velocizzatore – Italy’s non-certified fiscalization model. Many market participants interpret the opinion as a clear signal: non-certified fiscalization models will not be part of the future regulatory framework in Italy.
For software providers, cash register manufacturers, and companies active in Italy, one point is particularly relevant: the Senate is taking a clear position against the so-called “Velocizzatore”.
In recent years, several providers have focused on non-certified approaches to fiscalization. These models aimed to remove physical fiscal devices and reduce the costs and effort associated with the certified fiscal printer.
However, the current opinion of the Senate makes it clear that such an approach is not compatible with the regulatory framework. The legislature is therefore sending a clear message: the future of fiscalization in Italy belongs to fully compliant solutions that meet all legal requirements and ensure secure and traceable data exchange with the tax agency (sistema di interscambio).
This assessment is likely to be relevant for many market participants. Companies and software providers that have so far adopted non-certified models must closely monitor regulatory developments in order to avoid the risk of sanctions.
The Senate opinion emphasizes the importance of clear technical requirements, defined certification procedures, and reliable processes for transmitting fiscally relevant data. The goal is to ensure data integrity while also maintaining a transparent relationship between companies and the tax agency.
The message is clear: in the long term, fiscalization must be based on standardized, controllable, and legally secure procedures. Non-certified approaches that do not correspond to the target regulatory model are gradually losing importance.
While part of the market has focused on non-certified fiscalization models, efsta chose a different approach from the very beginning: complete compliance. efsta supports both Registratori Telematici (RT) and the so-called “scontrino dematerializzato”, i.e. the management of fiscal receipts through certified software solutions.
The solution is designed to meet the requirements of the Italian market, offering a robust, scalable solution that is ready for the evolution of the regulations.
The discussion about the Velocizzatore confirms a clear direction: compliance is set to become increasingly central.
For companies, this is an important signal to review existing fiscalization strategies and choose solutions capable of ensuring long-term compliance and regulatory security.
